Ms. Bovino, as President of 1st Flagship, provides leadership in ensuring the company delivers innovation and competence to support and service our customers. Her dedication is not only to achieving excellence in exceeding customers' expectations, but Sherri is committed to adding value to each endeavor through building better relationships with customers, community and employees.

Career Accomplishments: Sherri has nearly 30 years of human resource and operations management experience. She has worked for various wood products, mining, and manufacturing companies. In 1985, Ms. Bovino became a principle owner of an international consulting firm specializing in productivity improvement/gainsharing and operations management. Her strengths include recruiting and selecting the very best talent to build strong teams of people with common values and work ethics. These teams provide the highest level of engagement, enthusiasm and confidence for every challenge, which results in superior performance and value added for the customer, the individual’s growth and the community.

Ms. Bovino attended Boise State University and majored in Business Administration. Sherri’s interests include traveling, reading, snow skiing, enjoying her family and learning to play golf. Additionally, Sherri is a strong supporter of the Women’s Philanthropy Fund of Orange County, an organization dedicated to addressing the needs of women and children, promoting health, and increasing independence and building stronger families.


Ernest Becker

Ernest Becker

Executive Vice President

Mr. Becker is critical to the success of operations at each of our Department of Defense contracts ensuring safety as a priority, as well as providing effective leadership in the myriad of responsibilities associated with these contracts.

Career Accomplishments: Ernest enlisted in the United States Navy in June 1967; he served 11 years as a Submarine Sonar Technician advancing through the ranks to Master Chief Petty Officer. In 1978 he was commissioned an Ensign and in 1993 Ernest was promoted to the rank of Commander. In 1998, after serving 31 years in the Navy, Ernest took a position with Spacehab, Inc, A NASA contractor in Houston, Texas as the Manager of Acoustic Engineering evaluating equipment for the International Space Station. Additionally, Mr. Becker served as the Manufacturing Manager. In 2000, he was assigned as the Director of the NASA Neutral Buoyancy Laboratory where NASA astronauts are trained for Extravehicular Activities (EVA or SPACEWALKS). He is qualified in the NASA space pressure suit and is an advanced level Scuba Diver. In 2003, Mr. Becker began work in Philadelphia as the Project Manager of the Navy Inactive Ship Facility. In November of 2003, Mr. Becker was promoted to Vice President of Operations for Global. In 2005, Mr. Becker was promoted to Executive Vice President responsible for business development, proposal preparation, and government operations for Global.

Education: Mr. Becker earned his Bachelor of Science degree from Charleston Southern University, Charleston, South Carolina in Business Administration with a minor in Economics. Mr. Becker was a Summa Cum Laude graduate.

Interests: Ernest enjoys driving his Corvette and RV-ing.


Reka Marginean

Reka Marginean

Vice President, Corporate Contracts Management

Reka is instrumental in the successful performance of our projects and in assuring compliance with Federal Acquisition Regulations (FAR) and its supplements. Reka is our main contact with the Government Contracting Officers for various contractual topics and negotiations. She has successfully managed and administered a full spectrum of contract types and interfaced with various government agencies.

Career Accomplishments: Reka brings 18 years of experience in government contract administration, proposal development and project management. Prior to joining Global in 1999, she was with a pharmaceutical company, leading their Bid and Proposal Department, and overseeing the government contracting responsibilities for multimillion-dollar contracts. Reka is a member of the professional organization National Contract Management Association (NCMA). Reka’s close involvement with the contracting community allows her to take advantage of industry trends, as well as new contracting vehicles that enhance the company’s ability to satisfy its customer’s needs.

Education: Reka earned her Master of Business Administration at National University in San Diego. Interests: Reka enjoys a variety of interests, which include cooking, hiking, reading and listening to classical music.


Jeff Stinson

Jeff Stinson

Senior Vice President Human Resources and Administration

Jeff has been involved in the management and development of human capital for the past 28 years. Before joining the Global team he ran a successful Human Resources consulting practice (JDS Consulting). Prior to JDS Jeff functioned as a senior human resources executive for several companies where he led human resource teams on three continents in the manufacturing, telecommunication and software and entertainment industries. Jeff earned a Bachelor of Arts and Master of Arts degree in Public Administration from California State University, Fullerton. In addition to his university education Jeff also holds designations as a Senior Professional in Human Resources (SPHR); Global Professional in Human Resources (GPHR); Certified Compensation Professional (CCP); Global Remuneration Professional (GRP); and Certified Benefits Professional (CBP). He has also been an instructor at the Universities of Redlands, Phoenix and Chapman for the past 24 years. Happily married for 31 years Jeff and his spouse Diane reside in Mission Viejo, California where they enjoy travel, sports and the theatre.


Frank Hankins

Frank Hankins

Project Manager, Navy Inactive Ships Facility

Frank is our Project Manager at our Navy Inactive Ships Facility in Philadelphia. Frank’s 30 years with the Navy as a highly respected and decorated Naval Maintenance Management expert is a great addition to the Global team.

Frank left the United States Navy in 2007 for the private sector and joined the Morgan Corporation, a leading manufacturer of dry freight and refrigerated truck bodies. Frank was Morgan’s Production/Plant Manager.

Frank received his Bachelor of Science Degree in Workforce Education and Curriculum Development from Southern Illinois University (College of Education), and later maintained extensive study in Fleet Business; Six Sigma multiple production oriented; Lean Principles, Strategies, Techniques, Value, Logic; Theory of Constraints; Contract Administration for Contracting Officer Representatives; Operational Risk Management Fundamentals and Essentials for Leaders; as well as numerous professional development and leadership education courses provided throughout his 30 years in the US Navy.

Some of Frank’s professional recognitions given to him while in the Navy:

  • 2000 Maintenance Officer of the Year, Secretary of Defense.
  • 1992 Maintenance Chief of the Year, Naval Helicopter Association.
  • 1985 Sea Sailor of the Year, Commander Naval Air Forces Atlantic Fleet.
  • 1985 Sailor of the Year, Patrol Wing Five, Patrol Squadron Forty-Four.

On a personal note, Frank lives in Douglassville, PA, with his wife Dawn and his two children still at home, Tyler and Brandi.
